While Flock cameras are marketed to law enforcement as tools to solve violent crime and recover stolen vehicles, civil liberties groups and investigative journalists have documented numerous cases of misuse, overreach, and system errors. There are reports of officers using the massive surveillance network to pursue individuals out of personal vendettas, such as tracking down a local citizen who wrote a critical newspaper op-ed or stalking an ex-girlfriend. In the discussion today, one of the concerns is that this technology will lead to a “social credit score” like what is done in China and other countries. Douglas Franklin and Hoyt Glazer were in attendance during the City Council’s approval of a $2 Million contract between Huntington, WV and Flock Safety.
