Delegate Elias Coop-Gonzalez has introduced House Bill 2150, titled the “Baby Olivia Act,” a groundbreaking piece of legislation designed to incorporate pro-life educational content into public school health curricula across West Virginia. Beginning in the 2025–2026 school year, HB 2150 mandates that all public and charter schools in West Virginia incorporate a “human growth and development discussion” as part of the health curriculum for grades three, five, and eight. This instruction must include:

A high-definition ultrasound video, at least three minutes long, depicting the development of vital organs such as the brain, heart, and sex organs during early fetal development.

The “Meet Baby Olivia” video, produced by the pro-life advocacy group Live Action, which traces the journey of human development from fertilization through birth, highlighting milestones in cell division, organ formation, and prenatal growth.
The bill expands upon existing health education requirements by integrating human development into instruction on nutrition, substance abuse, first aid, and disease prevention. The purpose is not only to provide biological education but to underscore the humanity and complexity of prenatal life from its earliest stages.

Del. Coop-Gonzalez views the “Baby Olivia Act” as a key cultural and moral investment. “Every child deserves to learn the truth about life in the womb,” he stated. “When students see a human heartbeat, fingers forming, or a child kicking at just a few weeks old, it shapes how we value life. To ensure accountability, the bill empowers the West Virginia Attorney General to enforce its provisions and pursue legal action against any entity that refuses to comply with its requirements. This includes seeking injunctive relief or damages on behalf of West Virginia citizens.
