House Joint Resolution 24 is a proposed amendment to the West Virginia Constitution giving every person the right to refuse any medical treatment. It has been proposed by Delegate Evan Worrell and needs approval by two-thirds of the Legislature. Also, Sutton Roten scores his 1,000th career point in basketball.
